I live in San Antonio,TX, and i would really like to open a bar. I have contacted many locations, but some places have told me about a 70/30 rule. This rule says that I must serve at least 30% food, and 70% beer/liquor. I hadn't planned on serving food, but if thats what it takes.......... I have also contacted places that say a bar is absolutely NOT allowed. Here's my question, there is already an existing place within the complex that serves alcohol. Is it unfair for them to tell me that I cannot open a bar IF there is another tenant serving alcohol?

You know personally I would not say that is very fair at all because thats like telling someone that they can't rent an appartment out because they don't like what they put in their appartment. I would go talk to the city about this because to me this does not seem fair AT ALL!

An established business, that has outlasted others may have a different set of rules to play by. It's called "Grandfathered." Over the course of time towns, cities, and all governments change what regulations go into what.
A prime example of this for you Off-Limits... Is the Pricillia's that moved into Liberty this past spring... That is the excat same thing.
