When they built the bar top, they left that area open where they wanted the glass or Plexiglas. You can get numerous types of glass at your local glass shop. You can light the underneath area of the glass with fluorescent lighting or LED's or rope lighting or fiber optic that rotates through the color wheel.
I’ve numerous bar tops like this one. I have even had artists paint scenes on the under side of the glass and inserted them into the bar top. Like I said, the sky’s the limit. Remember that if you back light the glass, the colors can set the mood.

Or, if you are short on cash, buy clear glass and acid itch or sandblast the under side.

From my understanding the white strip on the bar there is a cold plate that frosts up. How did they do that?

Talk to your HVAC guys. They can run refrigeration lines (similar to your glycol lines for your beer minus the insulation) under the glass and this will cause it to frost up. It also helps if the humidity in the club is a little high. Your HVAC guys will know what you are trying to achieve.
I just built a beer tub cooler using this same technology.

I was at a place in Las Vegas called Ice House I believe that had a metal bar with a cold plate in down the whole bar to keep your drinks Ice cold... I thought this was an awesome concept and am also wondering whats involved in doing somehting like this. I wish I had taken a picture of it, it looked sweet!

it is a cold plate system that has refrigerant lines run to it. Not cheap but sure is fun.

Is it home made or do you know of a company that makes them?

I think the red Square at Mandalay Bay( once in Miami too?) was one of the first to do this well featuring a huge selection of Vodkas and private cabinets.
