Lighting for new lounge

Hi I'm putting together a budget proposal for a medium sized lounge/restaurant in Boston (there will be a live DJ and dancing on the weekends). I've been thinking of using a large number of LED lighting fixtures in the decor. Something that could be for mood lighting early in the night, and then entertainment when people start dancing.

A few questions for anybody with experience in this realm:

-what's a reasonable budget for lighting effects?
-how effective is lighting in generating revenue/customer loyalty?
-is there any good software out there for controlling large lighting installations that DJs can control during their performance?
